Scott W. Spencer
Scott began his career in the Construction Industry. After working in the field for several years, he came to the conclusion that there were better ways to deliver traffic safety-related services to the industry. He founded Northeast Traffic Control Services, Inc. in 1996 with a vision concentrated on working as a true partner with his clients. His perspective on business has always been centered on finding the most mutually beneficial outcome with customers and manufacturers alike.

With 25 years of Traffic Safety experience, Scott understands what it takes to get the job done. His passion for his work and his employees is unparalleled and translates into every aspect of his businesses.
Scott is an active member of several professional associations such as the American Traffic Safety Services Association (ATSSA), the Associated General Contractors of America (AGC), Utility Contractors Association of New England (UCANE), and the Construction Industries of Massachusetts (CIM) to name a few. He is a Massachusetts Licensed Contractor and Construction Supervisor.
Jeff joined Northeast Traffic in 2002. He currently leads our Intelligent Transportation System operations. ITS projects are inclusive of Real Time Traffic Management (RTTM), Smart Work Zones, Data Collection Projects and Traffic Calming solutions. Jeff’s technological acumen has helped Northeast remain on the frontier of Traffic Safety technology. Through Jeff’s leadership, Northeast Traffic’s RTTM projects boast a 99.8% uptime.
Jeff plans and coordinates the rollout of new ITS projects and conducts field service to ensure maximum productivity. Jeff and his team maintain a rental fleet of over 400 pieces of highway safety equipment.
Jeff attended Martin Technical School for Systems Technician in 2014. Jeff has comprehensive expertise in telecommunications, low voltage systems, non-intrusive radar systems, cameras, network security and access control systems.
Derek worked as a labor foreman at Northeast Traffic Control for 13 years. During this time, he was responsible for the completion of various Traffic Control projects, and the installation of signage, steel barrier, and impact attenuators. Derek’s firsthand experience working in the field directly contributes to his management success. The wide variety of roles Derek has held enables him to take a holistic perspective on traffic safety projects.
Before joining Northeast Traffic, Joe had 10+ years as an engineer and construction superintendent on Heavy Highway and Bridge construction projects. These projects ranged in value from $3 Million to $25 Million. The scope of Joe’s responsibilities included, but were not limited to: the management of construction crews, cost management and tracking, safety, and construction layout. Joe also has comprehensive expertise in land/construction surveying and AutoCAD.
Joe received a Bachelor’s degree in Civil Engineering from the University of Massachusetts-Lowell. He also holds licenses for Construction Superintendence and Rigging.
Michael R. Sutton, P.E.; IMSA; ATSSA
Mike has more than 23 years of experience in heavy civil construction, traffic operations, roadway design, temporary traffic control, construction staging, construction permitting, and value engineering for all forms of project delivery methods (design-build, CMGC etc..).
Prior to joining Northeast, Mike served as a project manager at Vanasse Hangen Brustlin, Inc (VHB), an engineering consulting firm located in Watertown, MA for almost 19 years. There he managed the temporary traffic control, construction staging and smart work zone design practice area focused on innovative solutions for government & municipal, private and utility clients across the country.
Mike is an active member of several professional associations such as the American Traffic Safety Services Association (ATSSA), Institute of Transportation Engineers (ITE), the Associated General Contractors of America (AGC), Utility Contractors Association of New England (UCANE), and the Construction Industries of Massachusetts (CIM) to name a few. He is a Massachusetts Licensed Professional Engineer. Mike is ATSSA certified as a Traffic Control Technician (TCT), Traffic Control Supervisor (TCS) and Traffic Control Design Consultant (TCDS). He is also MSA level I & II Trained. Mike is also an approved ATSSA Corporate Trainer for the certifications listed above.
Gretchen also serves as the primary point of contact for Accounts Receivable, Payables & estimate reconciliations. Her meticulous attention to detail ensures that Northeast can efficiently hurdle any administrative challenge.
Prior to Northeast, Shea worked for Summit Partners, a private equity company in Boston, where he conducted company valuation and compiled performance metrics for investors.
Shea holds a Bachelor of Science in Business Administration with a concentration in Finance and a Minor in Economics, cum laude, from Northeastern University.
